In the window "Acces Control Settings for PCI", make sure that the option "Allow inheritable permissions from parent to propagate to this object" is NOT marked. When you remove the check this window will come up:
Click on "Copy" like suggested. The option , , Reset permissions on all child objects and enable propagation of inheritable permissions. " You can now press OK. Mark once again the entry SYSTEM and control in the frame "Permissions" that Full Control and Read are both set at "Allow".
